Hotel's coffee shop was beside its beer & wine store. Having breakfast with the owner, mentioned ways he could increase customers. He pointed out the window: Look they're lined up out there at -35 half an hour before it opens. I don't have to do sweet fuck all.
But the town implemented a 25c municipal deposit on wine bottles. 99% decrease in the broken glass around the wino's hangouts. So much so the tire shop manager noticed...
