It can be both. A person could also wear an Anhk, and it could be both fashion to some, and religious to others. It can be cultural as well, if the culture was intertwined with religion.
Which is exactly why our ancestors decided that government should be secular.

Me, I'd wear a cross and if they told me to take it off, I'd tell them that it isn't a cross, it's the letter 't'.
If I wore a cross, there would be a faint hissing and wisps of smoke from where it touched me.
