Days after reports surfaced that RBC outsourced Canadian jobs to foreign workers, the bank issued an apology to all Canadians and pledged to re-hire the 45 employees it sacked.

"First, I want to apologize to the employees affected by this outsourcing arrangement as we should have been more sensitive and helpful to them. All will be offered comparable job opportunities within the bank," CEO Gord Nixon said in a statement, called "An open letter to Canadians," issued Thursday.

Reports surfaced Sunday that 45 information technology jobs would be outsourced to India. RBC initially denied hiring foreign workers, though its relationship with outsourcing company iGate goes back to 2005.

One former RBC employee who worked in IT there for 14 years told QMI Agency he's seen layoffs — as many as 178 people at a time — from the department since the bank began working with iGate.

In his letter, Nixon said the bank would review its "supplier arrangements and policies with a continued focus on Canadian jobs."

"While we are compliant with the regulations, the debate has been about something else. The question for many people is not about doing only what the rules require — it's about doing what employees, clients, shareholders and Canadians expect of RBC. And that's something we take very much to heart," Nixon said.

"Despite our best efforts, we don't always meet everyone's expectations, and when we get it wrong you are quick to tell us. You have my assurance that I'm listening and we are making the following commitments."

What the media reports on is as fickle as the reporter.

Remember when we had a spate of truck wheels flying off trucks in Ontario? It was a big story, special spread in the Star, CBC local news hammered the shite out of it.

Well guess what? Truck wheels fly off trucks as often as they used to, it's just not reported anymore.

It's common in general. Every time a company goes bankrupt or gets bought out, or just wants to save on costs and get the notion that offshoring or outsourcing is cheaper.

I think I've been outsourced twice, and offshored once. And I've been the outsourcee twice.

“It's India operating on different soil. It’s not Canada,” said a former senior bank executive, who is now a consultant. “The banks are losing control of their business.”

Dozens of bank insiders said the outsourcing companies getting the big contracts are Tata Consultancy Services, iGATE, IBM Global and Mahindra Satyam.

“It’s the elephant in the room that’s finally being talked about,” he said, adding he was upset to learn RBC paid iGATE more than $100 million in 2012, according to U.S. securities filings.

“Who earned the right to take $100 million of Canadian loyalty and send it to India?”

He and several other bank officials spoke to Go Public on the condition of anonymity.

“Just on my floor there is at least a dozen or so iGATE people,” said a current RBC manager.

He said RBC executives told managers, “You can only hire a Canadian if you can show that iGATE can’t supply the worker for you.”
