Why do people always seem to jump to the conclusion once they learn someone is on assistance that they are lazy and not wanting to do anything, rather than in a bad situation or has a disability?

I have an older brother who is a recovering addict, and I have heard from him that a lot of the druggies he knows scam the system and work for money under the table, and also deal drugs obviously. The abusers and/or fraudsters need to be dealt with because they paint a bad light on those who have a legitimate claim and do what they are meant to do with their funds, pay rent, food, and other basic things. As far as addicts go, mandatory rehab would be better as opposed to money because they cant think straight while on drugs.
There are enough people abusing the system that anyone using the system is then suspect.
Sort of like how people complain that not all cops are bad, but there's enough bad ones to make all the rest suspect.
Same dynamic at play here.
