Interestingly enough what is seldom made clear in not only this, but many other articles is the fact that an unstable security environment prevents any gains in economical or social development.
One step at a time people. We build schools or hospitals, the Taliban burn it. We give villiagers gifts of clothing or food, the Taliban take it.
Remove the threats and the economic and social development will increase. Look at NATO's efforts in the Balkans. The war there was only a few years and after 14 or so years of international presence things are starting to take shape again.
Afghanistan has known no real peace or security for generations.
