They specifically wanted Martin to stay in government and to NOT try to tell the GG that he lost confidence in the house. It was only a few months since the election, and the speech from the throne hadn't even been read yet. Martin saw an increase in his polling numbers and thought he might be able to get a majority if he went right back to the polls without there even having been a sitting in the house. The letter and the press conference were just to let the GG know they were fine with Martin governing and were prepared to work with him. There was absolutely nothing even related to a coalition about it.
And yes, Duceppe is a liar. But we already knew that, didn't we?
