Usually when the US is going to blow off some caps there is lots of activity so that it would be allmost impossible to say you didnt know beforehand.

You should ask the people of Bellingham what they think of Victoria's waste washing up on their shores.

You should ask Victorians how they feel about the people of Washington's waste being left on Victoria's shore when they come here.

Happy for the tourist dollar? Victoria is the home of newly weds and nearly deads, they need something besides the Navy to keep the economy afloat.
