Scape Scape:
The coast guard would also have sonar and radar so they would know that there were vessels nearby and would know the identity of said vessels. The whale watching is a business; they disrupted commerce by firing weapons without regard. They should be reprimanded accordingly and/or sued for loss of business.

$1:
Lt. Cmdr. Mark MacIntyre, Maritime Forces Pacific spokesman said the U.S. Coast Guard booked the rectangular shaped range some time ago.

If the Whale watchers went into that area after they had booked it, it is their own fault.

 It would have been marked my coordinates. Though I am no expert in Naval matters, would like to see Wullu put forth his opinion.

If so then there needs to be a reason as to why the whale watchers did not heed it. Were they informed?

Shouldn't they check that themselves? Is it their responsibility to check, or the Coast Guards to inform them? Or both?

Good questions. I would hope it was posted publicly and that both sides of the boarder had access.

I would think it was publicly posted, but since it doesn't seem like a common thing, they may not have check.

I think your right. The protocol may have to be revised in any event.

Agreed. It's sad it takes something like this to realise that the protocol doesn't work too well, but at least nothing and no one was hurt.

They stopped firing after being notified of whales. Why turn it into a major incident?

I don't know about the whales, but these were Canadian waters.

Why is the US coast guard doing target practice in Canadian waters?!?

They probably rent it from us, like that torpedo range they use off Vancouver island.
