There is nothing the White House does that is not minutely calculated, and this was a message. We might not know what exactly it's supposed to mean, but we know that it at last means he doesn't take Canada seriously. He's already made other snide remarks about Canada (remember how 'not scary' we are?).

Briefly put, he's better than McCain would have been, better than Bush was, but I don't like him and as much of a twat Harper is, I'm much happier with him as leader of my country than I would be with someone with a serious attitude problem who clearly believes every word of his own good publicity.
