The system for investigating and enforcing white-collar crime is simply overwhelmed, he said.

Even if a thorough investigation is completed, the Crown often lacks the expertise or time or resources to effectively prosecute, said Mr. Caylor.

Typical conservatives - think they can fix everything with tougher laws, but don't provide the resources to effectively enforce those laws.

They leave that part to the liberals so the cons have something to complain about when they get the boot.

Criminals never think about consequences so it's somewhat ridiculous to think there's much deterrent there. That's not to say that there should not be significant consequences when crimes are proven to have occurred.

Likelihood of getting caught is a good deterrent - much more so than harsh sentences. Not to say we shouldn't have harsher white collar sentences, but the money needs to be put into resources for the police to catch them in the first place. Much easier to bust grow ops.
