i can't imagine much that would be scarier for a little kid than a dog attack. what a terrible thing..

This is common in native communities. They allow the dogs to breed un regulated. The dogs run half wild and kids are often mauled or even killed. It's all the white man's fault because we don't give them enough money. As for getting the owner, there probably isn't one.
