At some point, what's the point of discussion ?
The Norks have made it clear since Clinton they are pursuing a weapons program.
No amount of discussion, threats, bluster, sanctions, anything has made them stop.

Clinton tried to buy them off.

the Norks were lying their asses off.
Obama did nothing for 8 years.. strategic patience.
And the Norks just kept improving the program, 40 years now.

IF, and a big if, they have managed to put a nuke into a missile,
that's not good news.

Obama didn't make a spectacle in the media, but a lot went on behind the scenes including deploying two nuclear-capable B-2 bombers to participate in joint military drills with South Korea and then moved many F-22's to the Korean peninsula..amoung many other things.
