The tests should be equal for all. The Federal goverment hasn't agreed with that notion in policing or the military for decades.
62 or 65% to Pass the RPAT (RCMP Aptitude Test) however after that they can choose from the pass pool who they wish too move along. So technically (and I know its happening in Central Region for sure) they can then choose to move on an applicant who scored 66 over on who scored 80 if they so wish for whatever reason, for example now meeting a quota. Plus Central region recruits have to get higher marks than other regions in order to advance in the recruitment process.
So no, it is no equal treatment for all. Regional differences as well as not race and gender differences.
You are right, they put them in certain boxes and move them along those they need to fill a quota.
I certainly believe we should be as diverse as possible but we should not discriminate against one group in order to promote another. Technically speaking race and ethnicity etc. should only come into play to break a tie when candidates are equal. Ever since EE they've been playing around with this in order to promote target groups but I guess it hasn't worked.
The gov't did say they were going to look in affirmative action policies since a woman complained this year about not being able to apply for a job.
