Well, if he can open a truck, start it up and drive it, maybe he can wear a seat belt too? If he can't then he needs a doctors note to say he is exempt. I think maybe there is a bit more to this story.
The fellow did get a doctor's note after he got the ticket, and went to see the officer with the note, however he wouldn't cancel the ticket.
Way too much fuss over a seat belt. I recall in the U.S. some states have laws where you are not pulled over simply for not wearing your seat belt. You need to commit another traffic violation in whichcase, you are given two tickets. However, when a safety campaign is underway (like the click-it-or-ticket campaign), all bets are off, and you will get ticketed if you are not wearing a seat belt, regardless if it's a secondary violation. I believe the only jurisdiction in North America that has no adult seat belt laws is the state of New Hampshire.
In summary, this fellow did not have the doctor's note when he was issued the ticket. If he is able to drive with his physical impairment, then there is a good chance he is able to put on his seat belt. That is likely why he got the ticket. However, now with the doctor's note, if he does go to traffic court, the judge will probably dismiss the ticket.
