Kind of...but not exactly.

The college is not openly admitting to denying white applications. It is however openly admitting to a whole raft of specific policies designed to give encouragement and preferential treatment to non-white admissions.

Here's a report from Cal Poly on what they call their "Diversity Actions Initiative."
