The real issue here is that the lunch deliveries are cutting into the revenue for the cafeteria and the unionized cafeteria workers.
Not many schools with cafeterias. In my day that's why they had an A&W next to every high school!

My high school had a caf, I brought a lunch 4/5 days a week and bought food 1 day a week (panzerotti days!)
