While the unemployment rate is true there are other factors the Redford Conservatives spent like there was no tomorrow, energy companies never planned ahead for another economic slowdown, Canada continues to buy Terror-Oil because Pipelines are Evil or something. Jason Kenney is not the savior of Alberta.

It really all comes down to what type of permit they pulled, prior to videoing.

Granted, if they pulled no permit, than they may have a fine to pay.

And you know for a fact they didn't get a permit? If they pulled a permit, they can touch any sign they want, as long as the background is not white, and it is returned to original prior to end of permit, or re-opening of roadway, whichever comes first.

Which, of course, you knew.

Because then the sign would be bagged. There is no "defacing a sign" permit. There are street use and a permit to bag a traffic control device, but permit that allows you to modify a sign on a road.

This happened in Edmonton.

Notice that a height warning sign is not listed under Regulatory.

Like I said, with the right permit, he can do what he wants with it, as long as it is returned to normal before end of permit, or prior to public access resuming.

S.111 is Alberta Highway Traffic Act, which would supersede any municipal by-law.
Height is to be 1.5 to 2m from the ground. What bearing does this have on them changing (ie. defacing) a sign?

authorizing the municipality to issue a licence or permit that is terminable on 30 days’ notice in writing for the temporary occupation or use of a road allowance or highway or a portion of a road allowance or highway when it is not required for public use;

Road use is usually limited to the road, the sign being in the utility corridor; falls under the purview of the ATSA because it is considered a Traffic Control Device. It would fall under provincial jurisdiction by virtue that the crime of defacing a sign is a provincial offence and thus outside municipal by-laws and uses.
