If you have never been a DRO or Poll Clerk, or Central
Poll Supervisor in an election, you likely don't know the procedures
undertaken. The controls work very well. This story has a highly unusual
situation, but there is only a very remote chance this will
be shown to be a problem.
Someone just didn't understand their instructions.
Election workers are all volunteers, and they are hard to get.
Very often, some people have difficulties understanding procedures,
even after their mandatory training courses.
I am a Central Poll supervisoR Tuesday, and have 8 polls plus the
advance poll count at my location, which means myself and 20 other staff.
It will be a 14-hour day for most people there, and 16 for me, as I have
to drive the sealed ballot boxes to the Elections Canada office
after we're done.
The results of each poll, as they are counted, I have to phone in
to the Returning Office so they can be reported on radio and TV...so the
official count is known long before the ballot boxes are delivered.
The advance polls are the ONLY ones that can be affected as in
this news story...and it is normal for those boxes to go home with
the advance poll DRO's, until they are counted at a central polling place
on election night.
BTW...Changes to Election Canada procedures require the approval
of ALL parties...the existing procedures were approved in the past
by ALL parties.
