They may not specifically outlaw this particular deviancy but those who get caught doing it in those states will likely face animal cruelty charges or they'll just get locked up in a mental hospital. I don't think anyone would get away with this even in San Francisco.

For Catholics, it is forbidden for 1st cousins to marry by ecclesiastical law, but not by divine law... so it is canonically possible to receive a dispensation from the Church. Just look at European royalty for examples.

But it still needs to be legal by civil law for this to work.
