What is the role of an intermediary in these deals? Why can't C-tech send it direct to Tricks?

well....kinda RUEZ.
Foreign aid can only be sent between two people if they don't have any outstanding aid between them.
So If I sent Tricks 500K he wouldn't be able to send me the tech until that aid expires, which takes 10 days. The inter just speeds up the deal

Got it! So all I do is simply forward it to Tricks when you send it to me. He can then send the tech direct to you after he buys it with the money you've sent him through me, right?

Here's another tip Tricks. When making trade deals consider wisely because your resources can be combined to create bonus resources. Them are good.
