It looks like the GOONs are being very classy about this and it also looks like zoom zoom made the mistake of picking a fight with NPO.

Because attacking another member of the same alliance, whether they are active or not, is against the rules as it is considered war slot filling. It's not worth the possibility of being deleted/banned just to plunder your own inactives for a little tech.
