bossdog, if you just started your cybernation buy some land and as much infrastructure as you possibly can. And for the time being keep your nation in peacenik mode. Make sure your team colour is blue and try to cut trade deals with other blue nations.

You have to register at the USN site linked to above. There's a forum there called "Reception Centre" which contains a thread for membership applications. You have to provide some basic info about your nation, and then in a day or two you'll be admitted into the USN.
