If Nunavut can be seperated from the NWT and Alberta and Saskatchewan can be seperated from the Western territories into their own provinces, I don't see why parts of Quebec cannot remain as 'new France' and the rest that don't want to leave Canada can stay.

I'm sure Labrador would want to stay as part of NL.

Even Quebec hasn't signed the current constitution, the signing is largely symbolic and Quebec is technically bound by it like the rest of the country.

Canada cannot just accept the regions without the consent of the Assembly. The constitution is clear on this matter. Provincial boundries are the power of the provinces, not of the federal government.
