From CTV Another corrupt Liberal Chretien appointee
$1: Approximately $700,000 of federal money spent by the former lieutenant-governor of Quebec, Lise Thibault, cannot be linked to her official activities, Auditor General Sheila Fraser and her Quebec counterpart said today.
Both Fraser and Quebec Auditor General Renaud Lachance released separate reports today with similar conclusions about the spending of Thibault during her time as lieutenant-governor 1997 and 2007.
In Fraser's report, she says it has "not been possible" to link the $700,000, of $1.7 million received, to any official activities of Thibault.
The audit, submitted in a report to the Minister of Canadian Heritage on Monday, showed that $239,000 was spent by Thibault on personal expenses or for activities that were not related to her official duties.
Furthermore, $129,000 was claimed from the federal government for accommodation and meal expenses that were already compensated by the province, says the report.
Another $343,200 meant to cover expenses "incurred in the provincial capital was instead considered by the former Lieutenant-Governor to be supplementary pay."
CTV's Rosemary Thompson said the report pinpointed some concrete examples of misspending.
"The auditor general found that Ms. Thibault apparently held a family birthday party to the tune of $4,000 but it was for a family member, it wasn't official duties," Thompson told CTV Newsnet from Ottawa.
Fraser also questioned expensive meals; and fishing, golf and skiing trips claimed by Thibault.
"The question is of course: Can you use the public purse to fund your personal activities in such a way?" Thompson said.
Fraser said in the report that since lieutenants-governor serve as heads of state in their provinces "they should be expected to show prudence in the use of the public funds entrusted to them.
The auditor general also wrote that "It is disappointing to find that the former Lieutenant-Governor of Quebec failed to meet this reasonable expectation."
Thompson said Thibault has written a letter to Fraser defending some of the expenses.
"She wasn't willing to provide an official commentary for this report... but she says even though she hasn't prepared an official comment it doesn't mean that she accepts the report," said Thompson.
The audit also showed that Canadian Heritage did not provide Thibault with specific guidelines for distinguishing personal expenses from official expenses.
"By agreeing to reimburse expenses that were questionable or that were claimed without adequate documentation between April 1, 1997, and March 31, 2004, Canadian Heritage implicitly approved the former Lieutenant-Governor's spending practices," said Fraser.
Lachance's report cites similar discrepancies and calls on the Canadian government to "initiate discussions with the former Lieutenant-Governor to determine the sums that she should reimburse in relation to the unjustified outlays

Though she was chosen by Chretien, she could hardly be described as affiliated with the party. Before her appointment, she was a civil servant not (publicly, at least) a member of the federal Liberal Party. While office, she was forbidden from being partial as the representative of the Queen in Quebec. Though what she is alleged to have done isn't proper, it's even less proper to pin it on the Liberal Party.

She ran as a Liberal candidate in the 1981 provincial election and the 1984 federal election -

Lise Thibault is actually an individual with a mind of her own. She makes her own decisions, was in an appointed position, and there was no indication that Chretien had any reason to believe that she was going to act immorally.
Now unless you have some evidence that the Liberal party twisted her arm to spend money inappropriately, this is not a Liberal story, it is a Lieutenant Governor story.
She's the Queen's rep in the province, why not just blame the Queen while you are at it ?

She is a Liberal and chretien appointed with this new Quebec scandal in addition to the sponsorship scandal it becomes clear that Liberals are still in denial that thier party is corrupt and that it continues to this day.
And the Librals dont need to twist each each others arms to steal tax-payer money, they do that regularaly

Were not talking about guilt by association, were talking about a Liberal candidate and operator who has been found by the AG of Canada and quebec of misusing tax-payer funds for private benefit, and how is that not stealing. It's an systemic problem with the current crop of liberals

I didn't say the report was partisan, I was implying that you were being unfairly so.
I never knew she had been a candidate. That doesn't mean that LGs are always partisan hacks though...at least since February 2006, from looking at a list.

She ran as a Liberal in 1984 and lost. 4 leaders and a completely replaced cabinet later, and the Liberal party is responsible for her actions ? Weird. Even parents are only responsible for 18 years. That's a tough sell.

This is very dated! Pubic relation representatives of Canada like the lieutenant-governor of Quebec. Will host a vast number of people from around the country and world will incorporate some expenses. There is very little pay for the public service and most can make double or trip the money in the private sector. Most meals are not catered by McDonalds! And when you are traveling it’s not by Bus.

the problem is canadians in certain areas of the country keep voting for them so the liberals don't feel they ever have to learn not to do things like this. have the mentality of being the natural governing party and feel they should be in power anyways.

Also sad that it took so long before we finally had an auditor who had the political freedom to call the corrupt to account.
Why can't you hacks just say this looks bad and accept that maybe somewhere, sometimes, the liberal party if crooked. If you never accept the problem, you'll never get better.
