They'd need a whole lot of money to pay to clean up that mess, and the money is leaving with the people. I'd just let it settle out until either the city dies or its remaining people get their collective shit together. I wouldn't invest any serious external effort into a rotting system.

I practice good computer hygiene - I play a game, finish it, and then delete it before I install another. I've kinda forced myself into that position though - I only have 80 GB and refuse to buy any more.
