| The Congress has the power of the purse. They can stop this at any time they wish. They lack the political will to do so, so they just whine and moan as is politically expedient. I would also contend that the War Powers Act is unconstitutional. I may disagree with Obama's policy choice on this, but ... |

| They'd need a whole lot of money to pay to clean up that mess, and the money is leaving with the people. I'd just let it settle out until either the city dies or its remaining people get their collective shit together. I wouldn't invest any serious external effort into a rotting system. |
