If a number of immigrants can speak both official languages fluently, I don't see the requirement to speak one of them well is an unreasonable requirement.

The precise and logical answer to that is that text being text and NOT sound or voices can NOT shout, irrespective of the use of capitals.

If their "best and brightest" did not help them to avoid the necessity of a bailout, then they are certainly not worth their bonuses and would not be a loss to the company.
