A really good idea. But my first thought was why did people have to come from the south to initiate this project? Why couldn't the locals themselves think of something like this, low tech and cheap? Sure the average joe up there isn't going to be able to pull this off, I didn't think of it either. But they supposedly have a commutarian society, they would pool their brain and financial power. I know, I know, they're all beaten down by years of racism, but not all of them are.
