Yeah I'm sure that has something to do with it. Not.
2) massive epidemic of fentanyl addiction, leading to all sorts of hijinks by desperate addicts
3) lots of young bucks suddenly and badly unemployed (go figure, there was a social price to be paid for the oil collapse the ROC was enjoying and laughing at so much)
4) Calgary is one of the most young cities in the country demographically so there's lots and lots and lots of teenagers who are suffering along with their unemployed parents, plus a lot of their usual summer jobs are now occupied by adults who were laid off from the oil biz
In terms of the gang war the Calgary city council is playing it's usual game. The police generally do quite well in busting gangs. After it's done the council tries to push a budget cut for the anti-gang squad. The cops end up backing off and in the resulting vacuum new gang activity begins. So the cops have to go begging for a budget increase. Council grants it, cops bust more gangs, crime goes down, council justifies the drop in crime to cut the budget again, ad nauseaum. One hell of a circle jerk that never ends in city hall.
That's the problem in a nutshell. Either dumb-ass "conservatism" of that sort or being a slavish follower of Sunnyways McSelfie, with not much grey area in between the two anymore. This is why I've dropped out almost entirely from the spectrum because all this kind of thing does now is give me a headache.

Just to clarify, if you actually read the report, it goes out of it's way to say that young (youth) crime rates are at an all time low. Not sure how that factors into your comments of how Calgary is full of 'young' people and its relation to crime. Which clearly, seems to be a non factor, at least according the report.
All the riff raff that came west from Ontario, during the oil boom, that now finds itself unemployed. Send them home and things will improve. Keep the newfs, as they at least have a sense of humour.
C'mon the Ontarians have just as big a sense of humour, hell they elected Kathleen Wynne didn't they.
But hey, I'm sure it's the Liberal's fault . . . somehow.
I'm sure that only Liberals are committing those crimes.
