CIA will help decide whether to arm Libyan rebels

The CIA has small teams of operatives in Libya to gather intelligence to help the White House determine what type of assistance is required for the rebels battling Moammar Gadhafi's troops.

Or when the French armed foreign rebels a few hundred years ago.

I think it's safe to say that the CIA helps make almost every American foreign policy decision. That's what an intelligence gathering service is for.

There, fixed that for ya To be fair, I don't think we would hear about a CIA success. Good news classified stories aren't often leaked; just disasters like the Bay of Pigs.
