Nestle Canada says it is winding down its frozen meals and pizza business in Canada over the next six months. The four brands that will no longer be sold in the freezer aisle at Canadian grocery stores are Delissio, Stouffer's, Lean Cuisine and Life Cuisi

Or is it the water you pay $400 a year for your house and they pay 1c per million litres and sell for $3 a litre?

Welcome to the shadowy world of product packaging. 'Prepared in Canada' can mean the pizza is brought here frozen, and toppings are added here - or it is simply put in boxes here.
'Product of Canada' can mean it is built in Canada from parts manufactured elsewhere.
'Made in Canada from 100% Canadian sources' is the only one where everything is made from and assembled in Canada.
I'm like 90% sure on those.

I usually just buy a generic pizza, if they are on sale for $3 or less. I just have an air fryer, and it won't fit most frozen pizzas.
Not gourmet, but fixes the tummy rumbles. And I won't pay more than $3 for one.

If we buy frozen pizza, we buy the Dr. Oetker ones when they go on sale - typically cheese or something plain, then add extra toppings and cheese to make them better than just a frozen pizza.
Typically though, it's easier to buy a pizza kit from Costco and freeze the dough. Then when you want a pizza, you pull one out, top it with whatever you want and bake at 450 for 15 minutes. In an ideal world, I'd make my own pizza dough, but I never have enough time for that except maybe on the weekend.

I sometimes spend a weekend making prep dishes to make cooking easier. Things like a vegetable/mushroom stock that I can then use for Ramen, or things like pickled onions that you can throw on a cheese sandwich or pizza. And sometimes I make pizza dough, or bread dough, throw it into balls and freeze it. Put it in the fridge the night before, easy meal the next day.
That's why I won't pay more than $3 for frozen. I know I can knock a few off for less than that, if I get off my ass.

The wife and I would sometimes hit the deli in Prince George and make pizzas from scratch, just like my Italian grandma used to, Delicious.... but $60 ea...
