Working for China then, but possibly for Russia too given how often their espionage projects seem to co-incide with China as shown by Edward Snowden's "tour" of the Chinese media before he settled in Russia. Other options for who his possible employer could also include Israel or Wikileaks though.

I personally don't give a shit who he was working for because what I'm more concerned about is the fact that this asshole would have blythely carried on giving away our state secrets if the US hadn't ratted him out. So, given the fact that he was never caught by our own security system who for the record are supposed to be continually monitoring their employees especially ones with access to the highest security levels, what does that say about our security services, our security clearance system and the Mounties integrity.
I'm guessing that giving the lax security by the people who are supposed to be protecting us we'll likely find that this piece of human garbage wasn't the only one in his department to have nefarious proclivities.
