Byrd *may* have abandoned his racism, but he had always been a big government liberal. It's about 50% true. I blame that unacceptable level of fitness on the human rights crap that stops us from promoting people with a fitness clause. Ten years ago police services required new officers to pass the fitness test on promotion within the four constable classes. Getting to 1st class usually takes nearly four years.

That's four annual fitness tests between pay grades.

It kinda get’s people used to staying fit.

It was held that making officers pass a fitness test each year until they were 1st class, after intial fitness testing pre employment testing, was a breach of their rights. It killed the fitness ethos in the Ontario police.

Demographics have forced Ontario police services to hire in larger numbers than ever. Because of mass-hiring’s, the average length of service of most front line constables is three years.

Experience on the road is a much sought after commodity.
