Under normal circumstances yes, this would be an act of war but in these modified rules of engagement this is actually not that big of a deal. No one died. The risk here is that this type of interaction becomes the international norm like an Israeli occupation.
Downing drones in the black sea with no response will mean drones will be going down in the south China sea. The more this happens the greater the risk of unintended consequences.
