Great idea, lesouris, although I'd personally like to see it place less emphasis on consumerism (the sales tax idea), as consumerism in wealthy countries tends to be a key cause of the poorer economic conditions elsewhere.<br />

Perhaps something along the lines of... double sales tax for a day to dissuade consumers. Give a portion of the tax collected back to municipalities to fund events, and give the rest to foreign aid causes. Encourage municipalities to make the events charitous in nature, giving proceeds to foreign aid causes.<br />
