Here in Ontario it's been a similar thing. The trouble is, foreign workers are paid a pittance, so as stated it's a money thing. There are available workers in Canada, but would demand a higher price.

Here in Ontario its the same with agricultural workers. There was an excellent doc on it, I can't remember what it was called though. These people are flown in, live in poverty conditions, paid a pittance and of course are despised by the white communities around them, then shipped out later with no worker rights whatsoever. Vive Canada eh?!

It's sad how governments use immigration for political gain. In the 80s a lot of immigrants came from Eastern Europe. The Cold War was still on, so they brought people who kept telling the locals how bad communism was and usually voted conservative. After the Cold War immigration was concentrated on East Asians, to provide the factories here with cheap labour. Eventhough most immigrants today are skilled or educated, they are not allowed to work in their professions and often have to settle for low paying medial jobs. Immigration is used to drive down wages by providing an aboundance of desperate people, ready to do any job for any pay. If prospective immigrants to Canada were better informed about their opportunities here (or lack thereof), they would probably think twice before coming here. After all, there are plenty of job opportunities in the "emerging economies" and the ones here are quickly disappearing.
